Charlie Cleveland was the main person in charge of this game, and Hugh Jeremy helped produce it. The game's music was made by Simon Chylinski. Cleveland loved the game Minecraft because it was different from other games. they wanted to create something fresh. They were motivated by underwater jumping, movies by James Cameron, and the joy of investigating the ocean's deep, strange parts.

Cleveland was also deeply affected by a sad event at Sandy Hook Elementary School where many kids were hurt. Because of this, he wanted to create a peaceful game without real guns. This way, he was showing his wish for a safer world. For this new game, the team decided to use a tool called Unity to build it. They did this because Unity was a better fit for their game idea compared to another tool they used before called Spark.

The game they created didn't have the usual missions or quests. Cleveland wanted players to enjoy the game itself and not just play to achieve goals. He got this idea from reading something by Jamie Cheng, who used similar thinking in his own game. In this game, players become a sort of spaceship janitor who survives a crash on a strange water planet. The player's work is to explore the sea, collect things they need, be careful about the plants and animals, and find a way to take off the planet.

The game first came out for computer users in December 2014. Afterward, it was made for other devices like Xbox One, PlayStation 4, and Nintendo Switch.
